The committee voted unanimously, 14–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 4, 2015 the House voted to pass it on a voice vote. It crossed to the Senate on March 5, 2015 and was referred to the Senate Transportation committee. The committee held a public hearing on March 31, 2015. The committee's amendment (1218s) was adopted on a voice vote on April 9, 2015, changing the text of the bill. On April 9, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 6, 2015 the House adopted “House Concurs with Senate Amendment #1218s (Rep Steven Smith)” on a voice vote. The bill was enrolled on May 14, 2015 — the final check of the text before it goes to the governor. The governor signed it on June 2, 2015, making it Chapter 53 of the session laws.
