The Story

It was introduced on January 8, 2014 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 12, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1121s). The committee's amendment (1121s) was adopted on a voice vote on March 27, 2014, changing the text of the bill. On March 27, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 1, 2014 and was referred to the House Children and Family Law committee. The committee held a public hearing on April 8, 2014. The committee held work sessions on April 10, 2014, April 15, 2014 and April 16, 2014. The committee met in executive session on April 16, 2014 to vote on its recommendation. The committee voted 16–2 to recommend that the House pass it with changes (amendment 2014-1421h), and the report was placed on the regular calendar. The committee's amendment (1421h) was adopted on a voice vote on April 23, 2014, changing the text of the bill. On April 23, 2014 the House voted to pass it with changes on a voice vote. On April 23, 2014 the bill was referred to the Finance committee. The committee held work sessions on April 29, 2014 and May 1, 2014. The committee met in executive session on May 1, 2014 to vote on its recommendation. The majority of the committee recommended that the House pass it with changes (amendment 2014-1655h) unanimously, 20–0, and the report was placed on the regular calendar. The committee's amendment (2014-1655h) was adopted on a voice vote on May 7, 2014, changing the text of the bill. On May 7, 2014 the House voted to pass it with changes on a voice vote. On May 15, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On May 21, 2014 the House adopted “Rep. Chandler moved to accede to request for C of C” on a voice vote. A committee of conference met on May 27, 2014 and May 29, 2014 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2000c) on a division vote 334–11. The Senate adopted the conference report (2000c) on a voice vote. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor vetoed it on July 28, 2014. The legislature can override a veto with a two-thirds vote in both chambers. On September 15, 2014 the Senate voted 12–9 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
