  • Status: Signed into law
  • Term: 2013-2014
  • House committee: Fish and Game and Marine Resources
  • Senate committee: Judiciary
  • Subject: Fish & Game
  • Chapter law: 249

The Story

It was introduced on January 8, 2014 and referred to the Senate Judiciary committee. The committee held a public hearing on February 11, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-0714s), and the report was placed on the consent calendar. The committee's amendment (0714s) was adopted on a voice vote on March 6, 2014, changing the text of the bill. On March 6, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2014 and was referred to the House Fish and Game and Marine Resources committee. The committee held a public hearing on April 8, 2014. The committee met in executive session on April 16, 2014 to vote on its recommendation. The committee held work sessions on April 24, 2014 and May 1, 2014. The committee met in executive session on May 7, 2014 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 13–2. The report was placed on the regular calendar. A floor amendment (2014-1841h) was adopted on a voice vote on May 16, 2014, changing the text of the bill. A floor amendment (2014-1814h) was rejected on a roll call 110–177 on May 16, 2014. On May 16, 2014 the House voted to pass it with changes on a roll call 219–72. On May 22, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On May 22, 2014 the House adopted “Rep Almy moved to accede to request for C of C” on a voice vote. A committee of conference met on May 28, 2014 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (1967c) on a roll call 260–91. The Senate adopted the conference report (1967c) on a voice vote. An enrolled bill amendment (2016eba) was adopted on a voice vote on June 12, 2014. These correct technical errors found after passage. The bill was enrolled on June 25, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-2016e) was adopted to correct technical errors found after passage. The governor signed it on July 21, 2014, making it Chapter 249 of the session laws. It took effect on September 19, 2014.
