On February 13, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 13, 2014 and was referred to the House Finance committee. The House withdrew that referral and sent the bill to the Ways and Means committee instead. The majority recommended that the House pass it with changes (amendment 2014-1329h), and the minority recommended that the House kill it, by a vote of 9–8. The report was placed on the regular calendar. The committee's amendment (1329h) was adopted on a division vote 169–107 on April 23, 2014, changing the text of the bill. On April 23, 2014 the House voted to pass it with changes on a roll call 165–124. On May 1, 2014 the Senate adopted “Sen. Boutin Concurs with House Amendment #1329h, NT” on a voice vote. An enrolled bill amendment (1716eba) was adopted on a voice vote on May 7, 2014. These correct technical errors found after passage. The bill was enrolled on May 15, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-1716e) was adopted on a voice vote to correct technical errors found after passage.
