  • Term: 2013-2014
  • House committee: Ways and Means
  • Senate committee: Ways and Means
  • Subject: Taxes - State
  • Chapter law: 158

The Story

It was introduced on January 8, 2014 and referred to the Senate Ways and Means committee. The committee held a public hearing on March 4, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-0862s). The committee's amendment (0862s) was adopted on a voice vote on March 13, 2014, changing the text of the bill. A floor amendment (2014-0960s), offered by Sen. Odell, was adopted on a voice vote on March 13, 2014, changing the text of the bill. On March 13, 2014 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2014-1075s). The committee's amendment (1075s) was adopted on a voice vote on March 27, 2014, changing the text of the bill. On March 27, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 1, 2014 and was referred to the House Ways and Means committee. The committee held public hearings on April 9, 2014 and May 6, 2014. The committee met in executive session on May 8, 2014 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2014-1803h), and the minority recommended that the House kill it, by a vote of 14–4. The report was placed on the regular calendar. The committee's amendment (2014-1803h) was adopted on a voice vote on May 14, 2014, changing the text of the bill. On May 14, 2014 the House voted to pass it with changes on a roll call 247–28. On May 22, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Odell. On May 22, 2014 the House adopted “Rep Almy moved to accede to request for C of C” on a voice vote. A committee of conference met on May 28, 2014, May 29, 2014 and May 30, 2014 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2004c) on a roll call 278–72. The Senate adopted the conference report (2004c) on a voice vote. An enrolled bill amendment (2025eba) was adopted on a voice vote on June 12, 2014. These correct technical errors found after passage. The bill was enrolled on June 25, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-2025e) was adopted to correct technical errors found after passage. The governor signed it on July 1, 2014, making it Chapter 158 of the session laws.
