  • Subject: Transportation and Highways
  • Chapter law: 17

The Story

It was introduced on January 8, 2014 and referred to the Senate Ways and Means committee. The committee held a public hearing on February 18, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-0860s). On March 13, 2014 the Senate adopted “Special Ordered to the call of the Chair, Without Objection, 2/3 Necessary”. The committee's amendment (0860s) was adopted on a voice vote on March 13, 2014, changing the text of the bill. On March 13, 2014 the Senate voted to pass it with changes on a roll call 14–9, then referred it on to the Senate Finance committee. The committee held a public hearing on March 20, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1123s). The committee's amendment (1123s) was adopted on a voice vote on March 27, 2014, changing the text of the bill. A floor amendment (2014-1159s), offered by Sen. Rausch, was adopted on a voice vote on March 27, 2014, changing the text of the bill. On March 27, 2014 the Senate voted to pass it with changes on a roll call 15–9 and ordered it to a third reading. It crossed to the House on April 1, 2014 and was referred to the House Joint Committee - Public Works and Highways and Ways and Means committee. The committee held a public hearing on April 8, 2014. The committee held a work session on April 9, 2014. The committee met in executive session on April 15, 2014 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 26–11. The report was placed on the regular calendar. On April 23, 2014 the House took up 4 floor amendments and rejected all of them: 2014-1487h (126–202), 2014-1504h (99–231), 2014-1505h (87–245) and 2014-1518h (73–260). On April 23, 2014 the House voted to pass it on a roll call 193–141. On April 23, 2014 the House failed “Reconsider” on a roll call 133–202, on a motion by Rep. John Cloutier. An enrolled bill amendment (2014-1656eba) was adopted on a voice vote on May 5, 2014. These correct technical errors found after passage. The bill was enrolled on May 15, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-1656e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on May 20, 2014, making it Chapter 17 of the session laws.
