The Story
It was introduced on January 8, 2014 and referred to the Senate Transportation committee. The committee held a public hearing on January 21, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On January 30, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 13, 2014 and was referred to the House Transportation committee. The House withdrew that referral and sent the bill to the Commerce and Consumer Affairs committee instead. The committee held a public hearing on April 3, 2014. The committee held a work session on April 15, 2014. The committee met in executive session on April 22, 2014 to vote on its recommendation. The committee voted 14–1 to recommend that the House pass it, and the report was placed on the consent calendar. On April 30, 2014 the House voted to pass it on a voice vote. On April 30, 2014 the House adopted “Third Reading” on a division vote. On April 30, 2014 the House failed “Reconsideration Third Reading (Rep Lambert)” on a roll call 133–202. The bill was enrolled on May 15, 2014 — the final check of the text before it goes to the governor. The governor signed it on June 27, 2014, making it Chapter 144 of the session laws.
