The Story
It was introduced on January 8, 2014 and referred to the Senate Commerce committee. The committee held a public hearing on January 21, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-0866s). The committee's amendment (0866s) was adopted on a voice vote on March 13, 2014, changing the text of the bill. On March 13, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2014 and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 3, 2014. The committee held a work session on April 9, 2014. The committee met in executive session on April 15, 2014 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2014-1372h), and the minority recommended that the House kill it, by a vote of 10–8. The report was placed on the regular calendar. The committee's amendment (2014-1372h) was adopted on a voice vote on April 23, 2014, changing the text of the bill. On April 23, 2014 the House voted to pass it with changes on a division vote 171–43. On May 1, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sanborn. On May 15, 2014 the House adopted “House Accedes to Senate Request for Committee of Conference” on a voice vote. A committee of conference met on May 22, 2014 and May 27, 2014 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (1962c) on a division vote 246–85. The Senate adopted the conference report (1962c) on a voice vote. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 22, 2014, making it Chapter 254 of the session laws. It took effect on July 22, 2014.
