The Story
It was introduced on January 8, 2014 and referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on January 21, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-0148s), and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 30, 2014. On January 30, 2014 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 0148s, 2/3 necessary”. The committee's amendment (0148s) was adopted on a voice vote on January 30, 2014, changing the text of the bill. On January 30, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 13, 2014 and was referred to the House Education committee. The committee held a public hearing on April 10, 2014. The committee held a work session on April 17, 2014. The committee met in executive session on April 22, 2014 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2014-1464h), and the report was placed on the consent calendar. The committee's amendment (2014-1464h) was adopted on a voice vote on April 30, 2014, changing the text of the bill. On April 30, 2014 the House voted to pass it with changes on a voice vote. On April 30, 2014 the House adopted “Third Reading” on a division vote. On April 30, 2014 the House failed “Reconsideration Third Reading (Rep Lambert)” on a roll call 133–202. On May 8, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Stiles. On May 15, 2014 the House adopted “House Accedes to Senate Request for Committee of Conference” on a voice vote. A committee of conference met on May 27, 2014 and May 28, 2014 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (1965c) on a voice vote. The Senate adopted the conference report (1965c) on a voice vote. An enrolled bill amendment (2017eba) was adopted on a voice vote on June 12, 2014. These correct technical errors found after passage. The bill was enrolled on June 25, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-2017e) was adopted to correct technical errors found after passage. The governor signed it on August 1, 2014, making it Chapter 321 of the session laws. It took effect on September 30, 2014.
