- Term: 2013-2014
- House committee: Education
- Senate committee: Ways and Means

The Story
It was introduced on January 8, 2014 and referred to the Senate Ways and Means committee. The committee held public hearings on January 21, 2014 and March 4, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-0861s). The committee's amendment (0861s) was adopted on a voice vote on March 13, 2014, changing the text of the bill. On March 13, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2014 and was referred to the House Education committee. The committee held a public hearing on April 8, 2014. The committee met in executive session on April 15, 2014 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the consent calendar. On April 23, 2014 the House voted to pass it on a voice vote. On April 23, 2014 the bill was referred to the Ways and Means committee, whose chair declined the referral under House Rule 46(f). On April 30, 2014 the House adopted “Third Reading” on a division vote. On April 30, 2014 the House failed “Reconsideration Third Reading (Rep Lambert)” on a roll call 133–202. The bill was enrolled on May 15, 2014 — the final check of the text before it goes to the governor. The governor signed it on June 27, 2014, making it Chapter 140 of the session laws.
