The Story
It was introduced on January 8, 2014 and referred to the Senate Ways and Means committee. The committee held a public hearing on January 14, 2014. The committee recommended that the Senate pass it. On March 13, 2014 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2014-1074s). The committee's amendment (1074s) was adopted on a voice vote on March 27, 2014, changing the text of the bill. On March 27, 2014 the Senate voted to pass it with changes on a roll call 24–0 and ordered it to a third reading. It crossed to the House on April 1, 2014 and was referred to the House Ways and Means committee. The committee held a public hearing on April 9, 2014. The committee held a work session on April 22, 2014. The committee met in executive session on April 29, 2014 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 7, 2014. On May 7, 2014 the House rejected a motion to adopt it on a division vote 99–245, on a motion by Rep. Winters. On May 7, 2014 the House voted to pass it on a division vote 314–30. The bill was enrolled on May 15, 2014 — the final check of the text before it goes to the governor. The governor signed it on June 27, 2014, making it Chapter 139 of the session laws.
