The Story
It was introduced on January 8, 2014 and referred to the Senate Transportation committee. The committee held a public hearing on January 21, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-0278s), and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 6, 2014. The committee's amendment (0278s) was adopted on a voice vote on February 6, 2014, changing the text of the bill. On February 6, 2014 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate study it after the session ends. On March 27, 2014 the Senate failed “Refer to Interim Study” on a division vote 8–16. On March 27, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 1, 2014 and was referred to the House Public Works and Highways committee. The committee held a public hearing on April 9, 2014. The committee held a work session on April 22, 2014. The committee met in executive session on May 7, 2014 to vote on its recommendation. The committee voted 17–1 to recommend that the House pass it with changes (amendment 2014-1760h), and the report was placed on the consent calendar. The committee's amendment (2014-1760h) was adopted on a voice vote on May 14, 2014, changing the text of the bill. On May 14, 2014 the House voted to pass it with changes on a voice vote. On May 22, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Rausch. On May 22, 2014 the House adopted “Rep Almy moved to accede to request for C of C” on a voice vote. A committee of conference met on May 27, 2014 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (1934c) on a voice vote. The Senate adopted the conference report (1934c) on a voice vote. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on August 1, 2014, making it Chapter 320 of the session laws. It took effect on August 1, 2014.
