The Story
It was introduced on January 8, 2014 and referred to the Senate Rules, Enrolled Bills and Internal Affairs committee. The committee held a public hearing on March 4, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-0934s). The committee's amendment (0934s) was adopted on a roll call 24–0 on March 27, 2014, changing the text of the bill. A floor amendment (2014-1189s), offered by Sen. Fuller Clark, was rejected on a roll call 12–12 on March 27, 2014. On March 27, 2014 the Senate voted to pass it with changes on a roll call 23–1 and ordered it to a third reading. It crossed to the House on April 1, 2014 and was referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on April 24, 2014. The committee met in executive session on May 1, 2014 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2014-1600h), and the minority recommended that the House kill it, by a vote of 8–5. The report was placed on the regular calendar. The committee's amendment (2014-1600h) was adopted on a voice vote on May 15, 2014, changing the text of the bill. On May 15, 2014 the House voted to pass it with changes on a roll call 183–87. On May 15, 2014 the House adopted “Rep. Almy moved to accede to request for C of C” on a voice vote. On May 22, 2014 the Senate voted to reject the other chamber's changes on a roll call 12–11, on a motion by Sen. Prescott. A committee of conference met on May 28, 2014 and May 29, 2014 to try to settle the differences between the two chambers' versions of the bill.
