The Story
It was introduced on January 8, 2014 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 5, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-0920s). The committee's amendment (0920s) was adopted on a voice vote on March 13, 2014, changing the text of the bill. A floor amendment (2014-0987s), offered by Sen. Odell, was adopted on a voice vote on March 13, 2014, changing the text of the bill. On March 13, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2014 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 1, 2014. The committee held a work session on April 15, 2014. The committee met in executive session on April 29, 2014 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2014-1601h), and the minority recommended that the House kill it, by a vote of 8–4. The report was placed on the regular calendar. On May 7, 2014 the House voted to lay it on the table on a division vote 304–42, on a motion by Rep. Borden. On May 15, 2014 the House failed “Remove from Table (Rep Borden)” on a division vote 128–136. The bill died on the table when the session ended on September 17, 2014, having been set aside and never taken back up.
