The Story

The committee held a public hearing on January 16, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-0318s), and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 6, 2014. On February 6, 2014 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 0318s, 2/3 necessary”. The committee's amendment (0318s) was adopted on a voice vote on February 6, 2014, changing the text of the bill. On February 6, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It was introduced on March 13, 2014 and referred to the House Election Law committee. The committee held a public hearing on April 1, 2014. The committee met in executive session on April 24, 2014 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 2014-1561h), and the report was placed on the consent calendar. The committee's amendment (2014-1561h) was adopted on a voice vote on May 14, 2014, changing the text of the bill. On May 14, 2014 the House voted to pass it with changes on a voice vote. On May 22, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Boutin. On May 22, 2014 the House adopted “Rep Almy moved to accede to request for C of C” on a voice vote. A committee of conference met on May 28, 2014 to try to settle the differences between the two chambers' versions of the bill. On June 4, 2014 the House adopted “Rules Suspension” on a roll call 327–20. The House adopted the conference report (1977c) on a voice vote. On June 4, 2014 the Senate adopted “Without Objection Rule 3-17 and Rule 5-11 is Suspended to Allow Non-Germane Amendment 1977c, 2/3 Necessary”. The Senate adopted the conference report (1977c) on a voice vote. An enrolled bill amendment (2030eba) was adopted on a voice vote on June 17, 2014. These correct technical errors found after passage. The bill was enrolled on July 2, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-2030e) was adopted to correct technical errors found after passage. The governor signed it on August 1, 2014, making it Chapter 319 of the session laws.
