A floor amendment (2014-1177s), offered by Sen. Fuller Clark, was adopted on a voice vote on March 27, 2014, changing the text of the bill. On March 27, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 1, 2014 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 22, 2014. On May 22, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Prescott. A committee of conference met on May 27, 2014 and May 29, 2014 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (1989c) on a voice vote. The Senate adopted the conference report (1989c) on a voice vote. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on August 4, 2014, making it Chapter 330 of the session laws. It took effect on October 3, 2014.
