On February 19, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 13, 2014 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 1, 2014. The committee met in executive session on April 8, 2014 to vote on its recommendation. A committee of conference met on May 21, 2014 and May 27, 2014 to try to settle the differences between the two chambers' versions of the bill.
