The Story

It was introduced on January 8, 2014 and referred to the Senate Commerce committee. The committee held a public hearing on January 16, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-0872s), and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 13, 2014. On March 13, 2014 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Bradley. On March 27, 2014 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Bradley. The committee's amendment (0872s) was rejected on a voice vote on March 27, 2014. A floor amendment (2014-1196s), offered by Sen. Bradley, was adopted on a voice vote on March 27, 2014, changing the text of the bill. On March 27, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 1, 2014 and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 8, 2014. The committee met in executive session on April 15, 2014 to vote on its recommendation. The committee voted 17–1 to recommend that the House pass it, and the report was placed on the consent calendar. On April 23, 2014 the House voted to pass it on a voice vote. The bill was enrolled on May 5, 2014 — the final check of the text before it goes to the governor. The governor signed it on May 27, 2014, making it Chapter 73 of the session laws.
