It was introduced on January 8, 2014 and referred to the Senate Judiciary committee. The committee held a public hearing on February 4, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-0713s). The committee's amendment (0713s) was adopted on a voice vote on March 6, 2014, changing the text of the bill. On March 6, 2014 the Senate voted to pass it with changes on a roll call 24–0 and ordered it to a third reading. It crossed to the House on March 19, 2014 and was referred to the House Children and Family Law committee. The committee held a public hearing on April 8, 2014. The committee met in executive session on April 16, 2014 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 2014-1165h), and the report was placed on the consent calendar. The committee's amendment (2014-1165h) was adopted on a voice vote on April 30, 2014, changing the text of the bill. On April 30, 2014 the House voted to pass it with changes on a voice vote. On April 30, 2014 the House adopted “Third Reading” on a division vote. On April 30, 2014 the House failed “Reconsideration Third Reading” on a roll call 133–202, on a motion by Rep. Lambert. On May 15, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On May 15, 2014 the House adopted “Rep. Chandler moved to accede to request for C of C” on a voice vote. A committee of conference met on May 27, 2014 and May 29, 2014 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (1990c) on a voice vote. The Senate adopted the conference report (1990c) on a voice vote. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 21, 2014, making it Chapter 244 of the session laws.
