The Story

It was introduced on January 8, 2014 and referred to the Senate Transportation committee. The committee held a public hearing on January 14, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On January 30, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 13, 2014 and was referred to the House Transportation committee. The committee held a public hearing on April 15, 2014. The committee held a public hearing on April 15, 2014 on a proposed non-germane amendment. The committee met in executive session on April 22, 2014 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2014-1452h), and the minority recommended that the House kill it, by a vote of 11–1. The report was placed on the regular calendar. The committee's amendment (2014-1452h) was adopted on a roll call 252–96 on May 7, 2014, changing the text of the bill. On May 7, 2014 the House voted to pass it with changes on a voice vote. On May 22, 2014 the Senate adopted “Sen. Rausch Concurs with House Amendments #1452h, NT” on a voice vote. An enrolled bill amendment (2014-1974eba) was adopted on a voice vote on May 29, 2014. These correct technical errors found after passage. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-1974e) was adopted to correct technical errors found after passage. The governor signed it on August 1, 2014, making it Chapter 317 of the session laws. It took effect on August 1, 2014.
