The Story

It was introduced on January 8, 2014 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 15, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-0684s), and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 6, 2014. On March 6, 2014 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 0684s, 2/3 necessary”. The committee's amendment (0684s) was adopted on a voice vote on March 6, 2014, changing the text of the bill. On March 6, 2014 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 27, 2014 the Senate adopted “Special Ordered to the end of the calendar, Without Objection, 2/3 necessary”. The committee recommended that the Senate pass it. A floor amendment (2014-1197s), offered by Sen. Larsen, was adopted on a voice vote on March 27, 2014, changing the text of the bill. On March 27, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 1, 2014 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 8, 2014. The committee met in executive session on April 16, 2014 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the consent calendar. On April 23, 2014 the House voted to pass it on a voice vote. On April 23, 2014 the bill was referred to the Finance committee. The committee held work sessions on May 1, 2014 and May 6, 2014. The committee met in executive session on May 8, 2014 to vote on its recommendation. The committee voted 21–1 to recommend that the House pass it with changes (amendment 2014-1751h), and the report was placed on the consent calendar. The committee's amendment (2014-1751h) was adopted on a voice vote on May 14, 2014, changing the text of the bill. On May 14, 2014 the House voted to pass it with changes on a voice vote. On May 15, 2014 the House adopted “Rep. Almy moved to accede to request for C of C” on a voice vote. On May 22, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 27, 2014 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (1966c) on a voice vote. The Senate adopted the conference report (1966c) on a voice vote. An enrolled bill amendment (2029eba) was adopted on a voice vote on June 4, 2014. These correct technical errors found after passage. The bill was enrolled on July 2, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-2029e) was adopted to correct technical errors found after passage. It became law without the governor's signature on August 2, 2014, as Chapter 327. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
