The Story

It was introduced on January 8, 2014 and referred to the Senate Commerce committee. The committee held a public hearing on January 23, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-0871s). The committee's amendment (0871s) was adopted on a voice vote on March 13, 2014, changing the text of the bill. A floor amendment (2014-0976s), offered by Sen. Sanborn, was adopted on a voice vote on March 13, 2014, changing the text of the bill. On March 13, 2014 the Senate voted to pass it with changes on a roll call 23–0 and ordered it to a third reading. It crossed to the House on March 20, 2014 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 8, 2014. The committee met in executive session on April 16, 2014 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 11–8. The report was placed on the regular calendar. On April 23, 2014 the House voted to pass it on a roll call 187–134. On April 23, 2014 the bill was referred to the Criminal Justice and Public Safety committee. The committee held a public hearing on April 29, 2014. The committee met in executive session on May 6, 2014 to vote on its recommendation. The majority of the committee recommended that the House pass it with changes (amendment 2014-1629h) by a vote of 16–2, and the report was placed on the regular calendar. The minority of the committee reported: Refer to Interim Study. The committee's amendment (2014-1629h) was rejected on a roll call 152–184 on May 14, 2014. On May 14, 2014 the House rejected a motion to lay it on the table on a roll call 129–208, on a motion by Rep. Vaillancourt. On May 14, 2014 the House voted to pass it on a roll call 233–103. An enrolled bill amendment (1888eba) was adopted on a voice vote on May 15, 2014. These correct technical errors found after passage. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-1888e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 14, 2014, making it Chapter 227 of the session laws. It took effect on January 1, 2015.
