- House committee: Environment and Agriculture
- Senate committee: Executive Departments and Administration
- Subject: Agriculture

The Story
It was introduced on January 3, 2013 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 6, 2013. The committee voted unanimously, 5–0, to recommend that the Senate send it back to committee. On March 14, 2013 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes (amendment 2014-0051s). The committee's amendment (0051s) was adopted on a voice vote on January 30, 2014, changing the text of the bill. On January 30, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 13, 2014 and was referred to the House Environment and Agriculture committee. The committee held a public hearing on April 1, 2014. The committee held a work session on April 8, 2014. The committee met in executive session on April 16, 2014 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2014-1346h), and the minority recommended that the House kill it, by a vote of 16–1. The report was placed on the regular calendar. The committee's amendment (1346h) was adopted on a voice vote on April 23, 2014, changing the text of the bill. On April 23, 2014 the House voted to pass it with changes on a voice vote. On April 23, 2014 the bill was referred to the Finance committee, whose chair declined the referral under House Rule 46(f). On April 30, 2014 the House adopted “Third Reading” on a division vote. On April 30, 2014 the House failed “Reconsideration Third Reading” on a roll call 133–202, on a motion by Rep. Lambert. On May 8, 2014 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On May 15, 2014 the House adopted “House Accedes to Senate Request for Committee of Conference” on a voice vote. A committee of conference met on May 22, 2014 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (1899c) on a voice vote. The Senate adopted the conference report (1899c) on a voice vote. An enrolled bill amendment (2018eba) was adopted on a voice vote on June 4, 2014. These correct technical errors found after passage. The bill was enrolled on July 2, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-2018e) was adopted to correct technical errors found after passage. The governor signed it on August 1, 2014, making it Chapter 312 of the session laws. It took effect on August 1, 2014.
