The Story

It was introduced on January 3, 2013 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 6, 2013. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2013-0355s), and the report was placed on the consent calendar. The committee's amendment (0355s) was adopted on a voice vote on March 7, 2013, changing the text of the bill. On March 7, 2013 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 21, 2013 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 9, 2013. The committee held work sessions on April 17, 2013 and April 24, 2013. The committee met in executive session on April 30, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 4, 2013, October 22, 2013, November 6, 2013 and November 12, 2013. The committee met in executive session on November 12, 2013 to vote on its recommendation. The committee voted 17–2 to recommend that the House pass it with changes (amendment 2013-2368h), and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 9, 2014. The committee's amendment (2368h) was adopted on a voice vote on February 6, 2014, changing the text of the bill. A floor amendment (2014-0127h) was adopted on a voice vote on February 6, 2014, changing the text of the bill. On February 6, 2014 the House voted to pass it with changes on a voice vote. On February 6, 2014 the bill was referred to the Ways and Means committee. The committee held a work session on March 6, 2014. The committee met in executive session on March 18, 2014 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it, and the report was placed on the consent calendar. A floor amendment (2014-0949h) was rejected on a division vote 66–236 on March 26, 2014. On March 26, 2014 the House voted to pass it on a voice vote. On May 1, 2014 the Senate adopted “Sen. Carson Concurs with House Amendments #2368h, NT, and #0127h” on a voice vote. The bill was enrolled on May 15, 2014 — the final check of the text before it goes to the governor. The governor signed it on June 11, 2014, making it Chapter 106 of the session laws. It took effect on June 11, 2014.
