HB 685 (2014)

relative to state agency communications.

  • Status: Vetoed, override failed
  • Term: 2013-2014
  • House committee: Judiciary
  • Senate committee: Executive Departments and Administration
  • Subject: Miscellaneous

The Story

It was introduced on February 27, 2013 and referred to the House Judiciary committee. The committee held a public hearing on March 5, 2013. The committee held a work session on March 5, 2013. The committee met in executive session on March 7, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 7, 2013 and September 10, 2013. The committee met in executive session on October 22, 2013 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2013-2312h), and the minority recommended that the House kill it, by a vote of 14–2. The report was placed on the regular calendar. The committee's amendment (2312h) was rejected on a voice vote on January 29, 2014. A floor amendment (2014-0259h) was adopted on a voice vote on January 29, 2014, changing the text of the bill. On January 29, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 19, 2014 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 26, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1636s). On May 8, 2014 the Senate adopted “Without Objection, Special Ordered to end of the calendar” on a voice vote. The committee's amendment (1636s) was adopted on a voice vote on May 8, 2014, changing the text of the bill. A floor amendment (2014-1801s), offered by Sen. Bradley, was adopted on a voice vote on May 8, 2014, changing the text of the bill. On May 8, 2014 the Senate voted to pass it with changes on a roll call 13–11 and ordered it to a third reading. On May 14, 2014 the House adopted “Non-Concur and Request C of C” on a voice vote, on a motion by Rep. Marjorie Smith. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 27, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1950c) on a roll call 13–11. The House adopted the conference report (1950c) on a voice vote. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor vetoed it on July 28, 2014. The legislature can override a veto with a two-thirds vote in both chambers. On September 17, 2014 the House voted 190–113 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
