The Story

It was introduced on January 3, 2013 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 12, 2013. The committee met in executive session on February 19, 2013 to vote on its recommendation. The committee voted 15–3 to recommend that the House pass it. On March 6, 2013 the House voted to pass it on a voice vote. On March 6, 2013 the bill was referred to the Ways and Means committee. The committee held a public hearing on March 14, 2013. The committee held a work session on March 19, 2013. The committee met in executive session on March 19, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 25, 2013, September 10, 2013, October 2, 2013, October 9, 2013, October 23, 2013, October 29, 2013 and November 13, 2013. The committee met in executive session on November 13, 2013 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2013-2391h), and the report was placed on the regular calendar. The committee's amendment (2391h) was adopted on a voice vote on January 29, 2014, changing the text of the bill. On January 29, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 19, 2014 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 26, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On April 17, 2014 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 15, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. An enrolled bill amendment (1907e) was adopted on a voice vote on May 22, 2014. These correct technical errors found after passage. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-1907eba) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 11, 2014, making it Chapter 167 of the session laws.
