The Story
It was introduced on January 3, 2013 and referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on February 19, 2013. The committee held a work session on February 28, 2013. The committee met in executive session on March 5, 2013 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 0761h), and the report was placed on the consent calendar. The committee's amendment (0761h) was adopted on a voice vote on March 20, 2013, changing the text of the bill. On March 20, 2013 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 2013 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 10, 2013. The committee voted unanimously, 5–0, to recommend that the Senate send it back to committee. On May 2, 2013 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes (amendment 2014-0104s). The committee's amendment (0104s) was adopted on a voice vote on January 30, 2014, changing the text of the bill. A floor amendment (2014-0319s), offered by Sen. Sharon Carson, was adopted on a voice vote on January 30, 2014, changing the text of the bill. On January 30, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 14, 2014 the House adopted “Non-Concur and Request C of C” on a voice vote, on a motion by Rep. Andrew White. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 27, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1930c) on a voice vote. The House adopted the conference report (1930c) on a voice vote. The bill was enrolled on June 18, 2014 — the final check of the text before it goes to the governor. The governor vetoed it on July 28, 2014. The legislature can override a veto with a two-thirds vote in both chambers. On September 17, 2014 the House voted 141–154 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
