The Story
It was introduced on January 3, 2013 and referred to the House Judiciary committee. The committee held a public hearing on February 5, 2013. The committee met in executive session on February 12, 2013 to vote on its recommendation. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 13–5. The report was placed on the regular calendar. On February 20, 2013 the House failed “Recommit (Rep Groen)” on a roll call 178–182. On February 20, 2013 the House voted to lay it on the table on a division vote 277–83. On March 6, 2013 the House adopted “Remove from Table (Rep Rowe)” on a voice vote. On March 6, 2013 the House adopted “Recommit (Rep Rowe)” on a voice vote. The committee met in executive session on March 7, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 7, 2013 and September 10, 2013. The committee met in executive session on October 22, 2013 to vote on its recommendation. The committee voted 14–2 to recommend that the House pass it with changes (amendment 2013-0785h), and the report was placed on the consent calendar. The committee's amendment (0785h) was adopted on a voice vote on January 8, 2014, changing the text of the bill. On January 8, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 19, 2014 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 1, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-1351s), and the report was placed on the consent calendar. The committee's amendment (1351s) was adopted on a voice vote on April 24, 2014, changing the text of the bill. On April 24, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 7, 2014 the House adopted “Non-Concur with Senate AM and Requests C of C” on a voice vote, on a motion by Rep. Marjorie Smith. On May 15, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 22, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1901c) on a voice vote. The House adopted the conference report (1901c) on a voice vote. The bill was enrolled on June 18, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 11, 2014, making it Chapter 164 of the session laws.
