The committee recommended that the Senate pass it with changes (amendment 2014-1746s). The committee's amendment (1746s) was rejected on a roll call 11–13 on May 15, 2014. A floor amendment (2014-1853s), offered by Sen. Bradley, was adopted on a roll call 13–11 on May 15, 2014, changing the text of the bill. On May 15, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 15, 2014 the House adopted “Rep. Chandler moved to Non-Concur with Senate AM and request C of C” on a voice vote. A committee of conference met on May 28, 2014 to try to settle the differences between the two chambers' versions of the bill.
