It was introduced on January 3, 2013 and referred to the House Children and Family Law committee. The committee held a public hearing on February 7, 2013. The committee met in executive session on March 5, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on April 18, 2013, May 2, 2013, May 9, 2013, May 16, 2013, May 23, 2013, May 30, 2013, June 13, 2013, June 25, 2013, August 15, 2013, August 22, 2013, August 29, 2013, September 5, 2013, September 12, 2013, October 22, 2013 and October 31, 2013. The committee met in executive session on November 7, 2013 to vote on its recommendation. The committee voted 14–1 to recommend that the House pass it with changes (amendment 2013-2359h), and the report was placed on the consent calendar. The committee's amendment (2359h) was adopted on a voice vote on January 8, 2014, changing the text of the bill. On January 8, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 27, 2014 and was referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on April 29, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On May 8, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 22, 2014 — the final check of the text before it goes to the governor. The governor signed it on June 4, 2014, making it Chapter 80 of the session laws. It took effect on January 1, 2015.
