The Story
It was introduced on January 3, 2013 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on February 22, 2013. The committee met in executive session on March 5, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 24, 2013 and October 15, 2013. The committee met in executive session on October 22, 2013 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 2013-2299h), and the report was placed on the consent calendar. The committee's amendment (2299h) was adopted on a voice vote on January 8, 2014, changing the text of the bill. On January 8, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 27, 2014 and was referred to the Senate Commerce committee. The committee held a public hearing on April 15, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1614s). On May 8, 2014 the Senate adopted “Without Objection, Special Ordered to end of the calendar” on a voice vote. The committee's amendment (1614s) was adopted on a voice vote on May 8, 2014, changing the text of the bill. A floor amendment (2014-1753s), offered by Sen. Bradley, was adopted on a voice vote on May 8, 2014, changing the text of the bill. On May 8, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 14, 2014 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 28, 2014 — the final check of the text before it goes to the governor. The governor signed it on June 30, 2014, making it Chapter 153 of the session laws. It took effect on January 1, 2015.
