The Story

It was introduced on January 3, 2013 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 5, 2013. The committee met in executive session on February 19, 2013 to vote on its recommendation. The committee voted 13–6 to recommend that the House kill it. On March 13, 2013 the House adopted “Recommit (Rep Pantelakos)” on a voice vote. The committee met in executive session on March 19, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on September 18, 2013. The committee met in executive session on October 30, 2013 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2013-2255h), and the minority recommended that the House kill it, by a vote of 10–8. The report was placed on the regular calendar. On January 8, 2014 the House failed “Motion to Lay on table” on a division vote 101–203, on a motion by Rep.Vaillancourt. On January 8, 2014 the House voted to adopt it on a division vote 236–80. On January 8, 2014 the House voted to pass it with changes on a roll call 265–54. It crossed to the Senate on March 27, 2014 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 6, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1744s). The committee's amendment (1744s) was adopted on a voice vote on May 15, 2014, changing the text of the bill. On May 15, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 21, 2014 the House adopted “Rep. Chandler moved to Non-Concur with Senate AM and request C of C” on a voice vote. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 28, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1986c) on a voice vote. The House adopted the conference report (1986c) on a voice vote. The bill was enrolled on June 18, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 28, 2014, making it Chapter 264 of the session laws. It took effect on July 28, 2014.
