  • Status: Signed into law
  • Term: 2013-2014
  • House committee: Ways and Means
  • Senate committee: Transportation
  • Subject: Motor Vehicles
  • Chapter law: 262

The Story

It was introduced on January 3, 2013 and referred to the House Transportation committee. The committee held a public hearing on February 12, 2013. The committee met in executive session on February 19, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 19, 2013, October 3, 2013 and October 29, 2013. The committee met in executive session on October 29, 2013 to vote on its recommendation. The committee voted 13–5 to recommend that the House pass it with changes (amendment 2013-2231h), and the report was placed on the regular calendar. The committee's amendment (2231h) was adopted on a voice vote on January 29, 2014, changing the text of the bill. On January 29, 2014 the House voted to pass it with changes on a roll call 218–61. On January 29, 2014 the bill was referred to the Finance committee. The House withdrew that referral and sent the bill to the Ways and Means committee instead. The committee held work sessions on March 6, 2014 and March 10, 2014. The committee met in executive session on March 18, 2014 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 25, 2014 the House voted to pass it as part of its consent calendar, which it adopted on a division vote 282–9. It crossed to the Senate on March 27, 2014 and was referred to the Senate Transportation committee. The committee held a public hearing on April 8, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On April 24, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 5, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 28, 2014, making it Chapter 262 of the session laws.
