The Story
It was introduced on January 3, 2013 and referred to the House Election Law committee. The committee held a public hearing on February 7, 2013. The committee met in executive session on February 28, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on August 20, 2013, September 11, 2013 and October 3, 2013. The committee met in executive session on November 6, 2013 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 2013-2222h), and the report was placed on the consent calendar. The committee's amendment (2222h) was adopted on a voice vote on January 8, 2014, changing the text of the bill. On January 8, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 19, 2014 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 12, 2014. The committee voted unanimously, 5–0, to recommend that the Senate study it after the session ends, and the report was placed on the consent calendar. The bill was taken off the consent calendar on April 17, 2014. On April 17, 2014 the Senate failed “Refer to Interim Study” on a voice vote. A floor amendment (2014-1395s), offered by Sen. Lasky, was adopted on a voice vote on April 17, 2014, changing the text of the bill. On April 17, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 7, 2014 the House adopted “Non-Concur with Senate AM and Requests C of C” on a voice vote, on a motion by Rep. Cote. On May 15, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Boutin. A committee of conference met on May 27, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1941c) on a voice vote. The House adopted the conference report (1941c) on a voice vote. The bill was enrolled on June 18, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 28, 2014, making it Chapter 260 of the session laws.
