It was introduced on January 3, 2013 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 12, 2013. The committee met in executive session on February 14, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 9, 2013, September 10, 2013, September 17, 2013, September 24, 2013, October 1, 2013, October 8, 2013, October 15, 2013, October 22, 2013 and October 30, 2013. The committee met in executive session on October 30, 2013 to vote on its recommendation. The committee voted 16–1 to recommend that the House pass it with changes (amendment 2337h), and the report was placed on the regular calendar. The committee's amendment (13-2337h) was adopted on a voice vote on January 22, 2014, changing the text of the bill. On January 22, 2014 the House voted to pass it with changes on a roll call 289–48. On January 23, 2014 the bill was referred to the Finance committee. The committee held work sessions on January 28, 2014, February 4, 2014 and February 6, 2014. The committee met in executive session on February 18, 2014 to vote on its recommendation. The committee voted 19–2 to recommend that the House pass it with changes (amendment 2014-0426h), and the report was placed on the consent calendar. The committee's amendment (0426h) was adopted on a voice vote on March 5, 2014, changing the text of the bill. On March 5, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 13, 2014 and was referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on April 1, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On April 17, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 1, 2014 — the final check of the text before it goes to the governor. The governor signed it on May 27, 2014, making it Chapter 33 of the session laws. It took effect on May 27, 2014.
