The Story

It was introduced on January 3, 2013 and referred to the House Election Law committee. The committee held a public hearing on January 29, 2013. The committee met in executive session on February 12, 2013 and February 19, 2013. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on August 1, 2013 and November 6, 2013. The committee met in executive session on November 6, 2013 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 2013-2223h), and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 9, 2014. The committee's amendment (2223h) was adopted on a voice vote on February 6, 2014, changing the text of the bill. On February 6, 2014 the House rejected a motion to lay it on the table on a division vote 115–159, on a motion by Rep. Sullivan. On February 6, 2014 the House voted to pass it with changes on a roll call 156–121. On February 7, 2014 the bill was referred to the Criminal Justice and Public Safety committee. The committee held public hearings on March 6, 2014 and March 18, 2014. The committee met in executive session on March 18, 2014 to vote on its recommendation. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 9–6. The report was placed on the regular calendar. A floor amendment (2014-1051h) was adopted on a voice vote on March 25, 2014, changing the text of the bill. On March 25, 2014 the House rejected a motion to lay it on the table on a division vote 149–162, on a motion by Rep. Vaillancourt. On March 25, 2014 the House voted to pass it with changes on a division vote 198–96. It crossed to the Senate on March 27, 2014 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 9, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On April 24, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 1, 2014 — the final check of the text before it goes to the governor. The governor signed it on June 11, 2014, making it Chapter 82 of the session laws. It took effect on September 1, 2014.
