The Story

It was introduced on January 3, 2013 and referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on February 12, 2013. The committee held a work session on February 28, 2013. The committee met in executive session on March 5, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 14, 2013 and October 31, 2013. The committee met in executive session on November 19, 2013 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2013-2349h), and the minority recommended that the House kill it, by a vote of 11–8. The report was placed on the regular calendar. The committee's amendment (2349h) was adopted on a voice vote on January 15, 2014, changing the text of the bill. On January 15, 2014 the House rejected a motion to lay it on the table on a division vote 158–190, on a motion by Rep. Burchell. On January 15, 2014 the House voted to pass it with changes on a roll call 179–170. On January 15, 2014 the House failed “Motion to Reconsider” on a division vote 153–196, on a motion by Rep. Eaton. It crossed to the Senate on February 19, 2014 and was referred to the Senate Commerce committee. The committee held a public hearing on March 11, 2014. The committee voted unanimously, 5–0, to recommend that the Senate kill it, and the report was placed on the consent calendar. On April 17, 2014 the Senate voted to kill it on a voice vote.
