The Story
It was introduced on January 3, 2013 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 31, 2013. The committee met in executive session on February 12, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 4, 2013 and September 19, 2013. The committee met in executive session on November 12, 2013 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2013-2240h), and the report was placed on the consent calendar. The committee's amendment (2240h) was adopted on a voice vote on January 8, 2014, changing the text of the bill. On January 8, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 27, 2014 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 6, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 15, 2014. A floor amendment (2014-1836s), offered by Sen. Sharon Carson, was adopted on a voice vote on May 15, 2014, changing the text of the bill. A floor amendment (2014-1877s), offered by Sen. Sharon Carson, was adopted on a voice vote on May 15, 2014, changing the text of the bill. On May 15, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2014 the House adopted “Rep. Wallner moved to Non-Concur with Senate AM and request C of C” on a voice vote. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 27, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1954c) on a voice vote. The House adopted the conference report (1954c) on a voice vote. An enrolled bill amendment (2022e) was adopted on June 4, 2014. These correct technical errors found after passage. The bill was enrolled on June 25, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-2022eba) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 11, 2014, making it Chapter 162 of the session laws. It took effect on July 1, 2014.
