The Story
It was introduced on February 6, 2014 and referred to the House Finance committee. The committee held a public hearing on February 13, 2014. The committee held a work session on February 13, 2014. The committee met in executive session on February 20, 2014 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 13–7. The report was placed on the regular calendar. On March 20, 2014 the House voted to pass it on a roll call 173–125. It crossed to the Senate and was referred to the Senate Finance committee. The committee held a public hearing on April 1, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1809s). The committee's amendment (1809s) was adopted on a voice vote on May 15, 2014, changing the text of the bill. On May 15, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 15, 2014 the House adopted “Rep. Chandler moved to Non-Concur with Senate AM and request C of C” on a voice vote. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Forrester. A committee of conference met on May 28, 2014 and May 29, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1996c) on a voice vote. The House adopted the conference report (1996c) on a division vote 239–81. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 11, 2014, making it Chapter 214 of the session laws. It took effect on September 9, 2014.
