The Story

It was introduced on January 8, 2014 and referred to the House Ways and Means committee. The committee held a public hearing on January 14, 2014. The committee held work sessions on January 23, 2014 and January 28, 2014. The committee met in executive session on January 28, 2014 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2014-0224h), and the report was placed on the consent calendar. The committee's amendment (0224h) was adopted on a voice vote on February 6, 2014, changing the text of the bill. On February 6, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 19, 2014 and was referred to the Senate Ways and Means committee. The committee held public hearings on April 15, 2014, April 29, 2014 and May 6, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1711s). The committee's amendment (1711s) was adopted on a voice vote on May 15, 2014, changing the text of the bill. A floor amendment (2014-1865s), offered by Sen. D'Allesandro, was rejected on a roll call 11–13 on May 15, 2014. On May 15, 2014 the Senate voted to pass it with changes on a roll call 13–11 and ordered it to a third reading. On May 21, 2014 the House adopted “Rep. Chandler moved to Non-Concur with Senate AM and request C of C” on a voice vote. On May 22, 2014 the Senate adopted “Refused to Accede to House Request For C of C” on a voice vote, on a motion by Sen. Odell.
