The Story

It was introduced on January 8, 2014 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 18, 2014. The committee held a work session on March 3, 2014. The committee met in executive session on March 4, 2014 to vote on its recommendation. The committee voted 14–2 to recommend that the House pass it with changes (amendment 2014-0785h), and the report was placed on the regular calendar. The committee's amendment (2014-0785h) was adopted on a voice vote on March 25, 2014, changing the text of the bill. On March 25, 2014 the House voted to pass it with changes on a division vote 262–49. It crossed to the Senate on March 27, 2014 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 16, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1430s). The committee's amendment (1430s) was adopted on a voice vote on April 24, 2014, changing the text of the bill. On April 24, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 7, 2014 the House adopted “House Concurs with Senate Amendment #1430s” on a voice vote, on a motion by Rep. Borden. The bill was enrolled on May 15, 2014 — the final check of the text before it goes to the governor. The governor signed it on June 16, 2014, making it Chapter 130 of the session laws. It took effect on August 15, 2014.
