The committee recommended that the House pass it with changes. A floor amendment (2014-0869h) was adopted on a voice vote on March 25, 2014, changing the text of the bill. A floor amendment (2014-1137) was adopted on a voice vote on March 25, 2014, changing the text of the bill. On March 25, 2014 the House voted to pass it with changes on a division vote 260–56. It crossed to the Senate on March 27, 2014 and was referred to the Senate Finance committee. The committee held a public hearing on April 15, 2014. The committee recommended that the Senate kill it. On May 8, 2014 the Senate voted to kill it on a roll call 13–11.
