The Story
It was introduced on January 8, 2014 and referred to the House Legislative Administration committee. The committee held a public hearing on January 28, 2014. The committee met in executive session on February 6, 2014 and February 12, 2014. The committee voted unanimously, 14–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 19, 2014 the House voted to pass it on a voice vote. It crossed to the Senate on March 13, 2014 and was referred to the Senate Rules, Enrolled Bills and Internal Affairs committee. The committee held a public hearing on April 24, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1557s). The committee's amendment (1557s) was adopted on a voice vote on May 1, 2014, changing the text of the bill. On May 1, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 8, 2014 the House adopted “House Concurs with Senate Amendment #1557s” on a voice vote, on a motion by Rep. Gary Richardson. An enrolled bill amendment (1821e) was adopted on a voice vote on May 8, 2014. These correct technical errors found after passage. The bill was enrolled on May 15, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-1821eba) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on May 22, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 11, 2014, making it Chapter 185 of the session laws. It took effect on June 30, 2020.
