It was introduced on January 8, 2014 and referred to the House Election Law committee. The committee held a public hearing on January 21, 2014. The committee met in executive session on January 30, 2014 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 5, 2014 the House voted to pass it on a voice vote. It crossed to the Senate on March 13, 2014 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 2, 2014. The committee recommended that the Senate pass it. On April 17, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading.
