HB 1534 (2014)

establishing a commission to study fiscal disparities between public school districts.

  • Status: Signed into law
  • Term: 2013-2014
  • House committee: Education
  • Senate committee: Health, Education and Human Services
  • Subject: Study Committees and Commissions
  • Chapter law: 309

The Story

It was introduced on January 8, 2014 and referred to the House Education committee. The committee held a public hearing on February 4, 2014. The committee met in executive session on February 11, 2014 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 13–6. The report was placed on the regular calendar. On March 6, 2014 the House voted to pass it on a division vote 165–135. It crossed to the Senate on March 13, 2014 and was referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on April 22, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-1605s), and the report was placed on the consent calendar. The committee's amendment (1605s) was adopted on a voice vote on May 8, 2014, changing the text of the bill. On May 8, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 14, 2014 the House adopted “Non-Concur and Request C of C” on a voice vote, on a motion by Rep. Gile. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Stiles. A committee of conference met on May 29, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1991c) on a voice vote. The House adopted the conference report (1991c) on a voice vote. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on August 1, 2014, making it Chapter 309 of the session laws. It took effect on August 1, 2014.
