It was introduced on January 8, 2014 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 30, 2014. The committee met in executive session on February 18, 2014 to vote on its recommendation. The committee voted 12–1 to recommend that the House pass it with changes (amendment 2014-0595h), and the report was placed on the regular calendar. The committee's amendment (0595h) was adopted on a voice vote on March 5, 2014, changing the text of the bill. On March 5, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 6, 2014 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 25, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1368s). The committee's amendment (1368s) was adopted on a voice vote on April 24, 2014, changing the text of the bill. On May 7, 2014 the House adopted “Non-Concur with Senate AM and Requests C of C” on a voice vote, on a motion by Rep. Pantelakos. On May 15, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. The House adopted the conference report (1898c) on a voice vote. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor.
