The Story

It was introduced on January 8, 2014 and referred to the House Transportation committee. The committee held a public hearing on January 28, 2014. The committee met in executive session on February 11, 2014 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 19, 2014. On March 5, 2014 the House voted to pass it on a division vote 301–11. It crossed to the Senate on March 13, 2014 and was referred to the Senate Transportation committee. The committee held a public hearing on April 8, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1511s). The committee's amendment (1511s) was adopted on a voice vote on May 1, 2014, changing the text of the bill. On May 1, 2014 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 15, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. On May 15, 2014 the House adopted “Rep. Weber moved to Non-Concur with Senate AM and request C of C” on a voice vote. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Rausch. A committee of conference met on May 23, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1937c) on a voice vote. The House adopted the conference report (1937c) on a voice vote. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on August 1, 2014, making it Chapter 307 of the session laws.
