HB 1410 (2014)

including household and domesticated animals under the domestic violence protection statute.

  • Status: Signed into law
  • Term: 2013-2014
  • House committee: Criminal Justice and Public Safety
  • Senate committee: Judiciary
  • Subject: Civil Actions
  • Chapter law: 238

The Story

It was introduced on January 8, 2014 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 14, 2014. The committee met in executive session on February 11, 2014 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 14–2. The report was placed on the regular calendar. On March 19, 2014 the House voted to pass it on a voice vote. On March 19, 2014 the House failed “Reconsider” on a division vote 130–200, on a motion by Rep. William O'Brien. It crossed to the Senate and was referred to the Senate Judiciary committee. The committee held a public hearing on April 29, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-1732s), and the report was placed on the consent calendar. The committee's amendment (1732s) was adopted on a voice vote on May 15, 2014, changing the text of the bill. A floor amendment (2014-1840s), offered by Sen. Sharon Carson, was adopted on a voice vote on May 15, 2014, changing the text of the bill. On May 15, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 15, 2014 the House adopted “Rep. Chandler moved to Non-Concur with Senate AM and request C of C” on a voice vote. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 23, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1913c) on a voice vote. The House adopted the conference report (1913c) on a roll call 231–90. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 21, 2014, making it Chapter 238 of the session laws.
