The Story

It was introduced on January 8, 2014 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 20, 2014. The committee met in executive session on March 4, 2014 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it with changes (amendment 2014-0701h), and the report was placed on the consent calendar. The committee's amendment (2014-0701h) was adopted on a voice vote on March 19, 2014, changing the text of the bill. On March 19, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 2, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1537s). On May 1, 2014 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 1537s, NT, 2/3 necessary”. The committee's amendment (1537s) was adopted on a voice vote on May 1, 2014, changing the text of the bill. On May 1, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 14, 2014 the House adopted “Non-Concur and Request C of C” on a voice vote, on a motion by Rep. Porter. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Boutin. A committee of conference met on May 27, 2014 and May 29, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1984c) on a voice vote. The House adopted the conference report (1984c) on a voice vote. An enrolled bill amendment (2008e) was adopted on June 4, 2014. These correct technical errors found after passage. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-2008eba) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on June 25, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 21, 2014, making it Chapter 237 of the session laws. It took effect on July 21, 2014.
