It was introduced on January 8, 2014 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 4, 2014. The committee met in executive session on February 18, 2014, February 20, 2014 and March 4, 2014. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2014-0696h), and the report was placed on the consent calendar. The committee's amendment (2014-0696h) was adopted on a voice vote on March 12, 2014, changing the text of the bill. On March 12, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 13, 2014 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 9, 2014. The committee recommended that the Senate pass it. On April 17, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading.
